cityu (dg) is now hiring a high caliber person to help with the information technology infrastructure setup in dongguan campus. the candidate is expected to be experienced and all-rounded with strong leadership, global insights & exposure, as well as thrive to success mindset. the appointee will station in dongguan. upon cityu (dg) operates, the appointee may be considered for the it leadership role in the new campus.

primary responsibilities

1develops and executes it strategy and oversight for the planning, design, selection, development, operation, implementation, and support of it systems that fulfil the needs of cityu (dg), which should cover it infrastructure & operations (data center, internet connectivity, campus network, wi-fi, 5g, iot, etc.), workspace technologies, audio/visual setup, enterprise architecture management, application management, as well as security and risk management;

2develops roadmap for the implementation and closely monitor and report the progress to the project board and the university management;

3develops future it operational strategy for the new campus;

4ensures integration and compatibility with the existing systems and processes;

5ensures it capabilities are delivered reliably, sustainably, and cost effectively;

6advise, plan, and control the it infrastructure budget;

7establish an it team with appropriate mix of business and technical 8knowledge and competencies;

8review and implement relevant it policies for cityu (dg) with reference to cityu (hk) existing policies and prevailing statutory requirements in china;

9frequent travels or short stay in hong kong will be required.

岗位职责

1、制定并执行it战略规划,监督it系统的规划、设计、遴选、开发、运行、实现和技术支持,以满足香港城市大学(东莞)的需求,包括基础设施和运维(数据中心、网络连接、校园网、wi-fi5g、物联网等)、工作区(workspace)技术、音频/视频设置、企业架构管理、应用程序管理以及安全与风险管理等;

2、制定实现路线图,密切监控并向项目委员会和大学管理层汇报进展;

3、为新校园制定未来it运营战略;

4、确保与现有系统和流程的集成与兼容;

5、确保可靠、可持续且经济地交付各项it功能;

6、建议、计划和控制it基础设施的预算;

7、建立一支业务和技术知识和能力合理配比的it团队;

8、参考中国内地现行法律法规以及港城大现有制度,审核并执行相关it制度;

9、需经常出差或短期驻留香港工作。

requirements

115+ years of experience in a sizable organization;

25+ years of in-house it leadership responsibilities;

3preferably proven experience or demonstrated capability in education institutions, or organization requiring frequent dealing with statutory requirements;

4a bachelor's degree in information engineering, information systems, or other related disciplines;

5a postgraduate degree, or an mba from a reputable business school would be advantageous;

6a fast thinker, efficient and productive;

7ability to effectively communicate and instill confidence with peers and all key stakeholders;

8strong project management skills and the ability to inter-relate fragmented information and derive dependencies across different subjects;

9demonstrated ability to innovate and operate outside the comfort zone of established methods and procedures, and to gain respect and credibility at all levels both inside and outside the it organization;

10ability to identify and leverage internal and external resources to accomplish goals;

11ability to manage and work with geographically diverse teams;

12excellent communication skills, including the ability to explain technologies to business leaders and business operations to it workforce;

13fluency in chinese and english, both written and verbal; good cantonese will be an advantage.

2、担任过五年以上内部it领导职责;

3、具有教育机构工作经验,或曾在需要经常处理法律法规的机构中有相当经验的优先考虑;

4、信息工程、信息系统或其他相关专业本科及以上学历;

5、具有硕士以上学历或知名商学院的mba学位者优先考虑;

6、思维敏捷、工作高效;

7、能够与同事和所有关键利益相关者进行有效沟通并建立相互信任的关系;

8、优秀的项目管理能力,能够有效整合零散信息并推导出不同主题之间的依赖关系;

9、具备创新能力,能够走出既定方法和程序的舒适区并在it组织内外各个层面获得尊重和信誉;

10、能够主动寻找和利用内外部资源来完成目标;

11、能够管理和协调不同地域的团队;

12、优秀的沟通表达技巧,包括向业务领导做技术说明、向it人员解释业务操作等;

13、书面及口语的普通话、英语流利;能熟练使用粤语者优先考虑。
